Response to Intervention, or RtI, can be a difficult program to start. RtI, mandated in IDEA 2004, is a federal mandate for special education. However, there are no set guidelines for RtI. Expectations vary from state to state and even district to district, most not identifying a procedure to follow, no clarifications as to how to implement RtI, but rather just who to target (and as teachers and administrators, didn’t we already know that already?).
