You can make a citizens arrest for a felony or a misdemeanor involving a breach of the peace. You also have have probable cause (standard of belief that a person has commited a crime). If you witness those people dealing with drugs or prostitution, you will have probable cause. Take pics. Go to your local Police department and file a complaint about this activity and find out if you can prevent these people from entering the building. You do know that if these people enter the building and they dont reside there legally and you and the manager tell them to leave and they do not leave ,then that is trepassing. They can be charged. You could also call the city and complain. Im sure they can contact the landlord about this as this might be violating some city ordinance.
