Heat a medium pot over medium heat. Break up the ground meat into the pot once it’s warm. Add the garlic, onion powder, parsley, oregano, salt and pepper. Mix well and cook, stirring often, over medium heat until meat is cooked through. Drain, do not rinse. Return the meat to the pot. Turn heat to medium-high. Add spaghetti sauce and tomato sauce. Stir well. Cook, stirring occasionally, until the sauce reaches a boil. Turn down to a simmer. Add the capers and black olives. Cover the mixture and let simmer 10 minutes. Stir occasionally while simmering. While the sauce is simmering, heat a pot 2/3 full of water and 1/2 tsp salt over high heat.
