They cannot be unlocked. During the accident a device called a pre-tensioner fired like an air-bag to remove slack and lock the seat belts. They will need to be replaced. On a GM vehicle they are about $100 US each.

IMHO, you should replace any seat belts that have been through that kind of accident. It’s a safety issue.
