This ensures that before someone can view your protected documents they must have first purchased a license from you so they can install the free viewer software and register it in order to receive their decryption keys. The licenses you issue are one-time use (unless you specify otherwise) so once someone has registered with you they cannot do it again. This prevents sharing of the license information or installing and registering the viewer on another computer. The keys used to decrypt the secure PDF files cannot be extracted from the system, and therefore they cannot be given to others.
