How does the Fee Restructuring Process work?
The California Constitution, under laws created by Proposition 218, requires that the proposed restructured fee go through a two-step approval process. The first step is a Public Hearing to determine if a “Majority Protest” exists. Public Hearing. All interested parties are invited to voice their opinions at a Public Hearing scheduled for May 26, 2009, 6:00 pm, in the City Council Chambers, Santa Clarita City Hall at 23920 Valencia Blvd. Any property owner or authorized representative is eligible to file with the City Clerk, at any time prior to the end of the Public Hearing, a written protest against the proposed restructuring of the Stormwater Pollution Prevention Fee. The written protest must identify the property (street address and/or parcel number are the easiest ways), state that you “protest the fee restructuring,” and be signed by someone eligible to submit a written protest.
