How electricity meters work?
Electricity meters measure electricity units, which are Kilowatt hours. The older meters use a spinning aluminium disc. It has a speed related to the product of the voltage and the current, so watts. By counting the number of turns the electricity used over time is determined. More modern types use electronics to measure the voltage and current and time, and calculate the KWh mathematically. The protective ground from the pole/transformer is part of a system called grounded neutral. It is common to ground the neutral at the supply end and the local end using ground stakes. Sometimes the protective ground is extended separately as well. A network with the neutral connected to multiple grounds joined together is common. It has a lower shared overall impedance to ground.
