With Caller-ID answer selection, the miscreant will never get to the modem tone in the first place, yet for an authorized number, the tone will appear on the second ring. Previously the best solution for dial-ups was to set the modem to answer on the sixth ring (ats0=6). Few hackers will wait that long but it can also irritate customers.
