Get yourself a product called Milky Spore, and follow its directions. Also, put a bug bag set up in your yard where the evil creatures can find it. You can get them at most popular garden centers — just ask. The Milky Spore kills the grubs below ground, and when the ones left over hatch, they start to eat each other due to the effects of the Milky Spore. You may have to contend with Japanese Beetles from other people’s yards as well, though… maybe you can convince them to use Milky Spore as well. The adult beetles are horrible, but they ARE attracted to the bug bags in hordes. As for their season, it runs from June through August. Do what you can — the Milky Spore works on the grubs — and get yourself some info on getting netting fine enough in texture to keep the beetles off…. i’m not sure there is such a product, but there might be. Good luck! Also, if you hand pick them off your roses and toss them into soapy water, they will die.
