Household organic material, which includes such things as food scraps and used tissues or paper towels, makes up approximately 30 per cent of all household garbage. Removing this material from the landfill will also extend the lifespan of our landfills and defer capital costs for future landfill expansions and/or developments. How much will this cost? Would taxes increase as a result of this program? The CVRD does have reserves in place for landfill closures and for future engineered landfill construction. A regional organics compost facility is outside of the capital projects envisioned when the recommendations for reserves were established so the reserve balance would be insufficient to finance the planned landfill closures and expansions and the compost project. If this project proceeds, there will be a need to identify a specific financing strategy – which could look at all options including possible use of existing reserves, new debt, increased tipping fees, etc. Where would the o
