How should a jurisdiction select and prioritize different health-care settings for implementing routine HIV testing?
A jurisdiction should use its comprehensive HIV prevention community plan, epidemiologic profile, and other available data to identify areas with high HIV incidence or prevalence and health-care facilities that serve the target population(s). You should prioritize areas in which the prevention needs of the target populations(s) are not being adequately covered by currently available programs. Keep in mind that all target populations may not be reached in the same venues or in the same manner. Consider factors related to specific health-care facilities, such as patient load, available infrastructure for conducting screening programs, existence of any current HIV/AIDS prevention programs in the facility, management and staff interest in and receptiveness to routine HIV screening, and capacity for linking HIV-infected persons to medical care. Also consider prioritizing facilities that are already conducting HIV screening successfully, but have the potential to expand their program product
