I don’t think reporting the police about these people “changing tags” and “walking in and out” is going to change anything. It is not enough evidence for the police to prove that they are illegal. Unless they are making a lot of noise or if they are being jerks to your family, friends or even yourself, then I would not report them to the police.

yeah, of course you should. Part of the town I live in got run over by illegals and they raped a bunch of elementary school girls walking home from school. The town has tried to cover it up, but their parents have come out to talk about it. You should protect your neighborhood, call and file a report. Call from a payphone if you feel you need to.
