NTIA should seek the views of non-Federal entities through closer liaison with the FCC. Time should be made available for coordination between joint sessions of the RCS and WAC. Such joint sessions should be for the purpose of information exchange to reach mutual understanding of Federal and non-Federal views. Greater use can be made of IRAC members to meet with non-Federal entities to exchange information and provide greater transparency of views. B.
