HI yes it is possible to find the external ip address of other person .There are ample of softwares available online to know the ip address of unknown person ..For eg if you are chatting with a person in fb then you might know your his ip address easily using CMD prompt by the command netstat -an .After finding the ip address you can easily trace the location of that person by doing ip search for that ip address using sites like Ip-Details.com here they will display details like ip location ,country ,ISP address and so on…
