How to help someone whose selective service number has fallen between the cracks?

I am trying to help someone find a placement, and I am running up on brick walls. The concise story: this man is in IT. He has worked corporate for years. Came to the Washington DC area, and finds that most positions (corporate or government) here require security clearance. Looked for his selective service paperwork and could not find it, so he asked for another copy from selective service. Selective service has lost the paperwork, and has sent him a letter stating this — they cannot give him his number, and he is now too old to reregister (he offered to do so). This candidate is now considering whether he will have to join the national guard simply to be employable in IT in the DC metro area. I welcome any advice any of you may have; the letter from Selective Service does not seem to permit him to get a clearance, nor to successfully apply to federal positions via USAJobs. The gentleman is otherwise clearable, nothing else would hang the process up. I’m at a loss.
