well If you are able to apply pressure to one of the syringes then this should work: hook up 2 syringes with tubing, make sure one is fully depressed and the other is fully extended. Using play-doh attach the cardboard to the depresses syringe and secure the depresses syringe to the table with the play-doh also. Now pressing the extended syringe will raise the cardboard. and pulling back on the same syringe will lower it. If you cant use your hands you may be able to rig up the extended syringe to be pressed down when placing the beaker of water on it.
