How was the 2007 Report Card compiled?
A. A special ad hoc committee of the Wisconsin Section of ASCE prepared this Report Card. The committee was comprised of 12 members who were assigned to evaluate specific infrastructure issues. Committee members then formed separate subcommittees to help gather data, evaluate trends and concerns, and write the Issue Reports. The Issue Grade is based on a variety of measurable performance standards. The primary measure is the amount of funding provided versus the estimated funds needed to meet or maintain the desired quality or performance standard. The final grade is also influenced by such measures as a system’s current capacity versus its required capacity, its current conditions, or its overall performance. In addition to the numeric data, qualitative information was also used to make subjective modifications to the grades.
