The Conservation Overlay areas (high and low) shown on the Draft Comprehensive Plan Map are those areas that have been identified and inventoried through the City’s Natural Features project as required by State Land Use Goal 5 and 7. State Land Use Goal 5 requires the city to inventory significant natural resources such as wetlands, riparian areas, and wildlife habitat. State Land Use Goal 7 requires the city to inventory natural hazards such as steep slopes, rapidly moving landslides, flood plain, etc. . The High Conservation Overlay represents areas of high quality habitat and slopes over 25%. The Low Conservation Overlay are those areas of medium and lower ranked habitats.
