How were the policy issues and variables identified and developed for the Guidebook?
The variables were developed with the guidance of a working group composed of correctional education administrators in 12 states California, Florida, Maryland, Missouri, New Jersey, New Mexico, New York, North Carolina, Ohio, Pennsylvania, Texas, and Vermont and representatives of the Bureau of Justice Statistics and Federal Bureau of Prisons. The working group convened in a series of conference calls in which policy issues and variable definitions and coding instructions were reviewed and modified. Representatives from Arizona, Connecticut, Michigan, Minnesota, and Oregon, and various experts in the field also provided some guidance.
