The reason you are unable to access the file/document is probably because you do not have a DoD- approved Public Key Infrastructure (PKI) certificate. If you are still unable to access the CSP file/document you should contact DLMSO via the web site by clicking the aforementioned email link, or contact DLMSO at 703.767.0600, DSN 427.0600 (leave a message) and someone will contact you.
