I contacted the management company regarding a neighbor violation. It has been a few days and the violation is still occurring, why?

Once a violation has been reported to the property management company they follow a process set in place by the VOOA board. First an infraction letter is sent to the resident calling attention to the issue. Most residents will resolve the issue at this stage. However some do not. After a 5 business day window the residents situation is reviewed by a board member, security officer or property management representative. If the issue is still pending, a second letter is sent via regular and certified mail, indicating a fine will be imposed if the issue is not resolved. The process is repeated. If the situation continues without change or the homeowner fails to notify the management company with their intent to fix the outstanding issue in a timely manner, a fine will be imposed until the violation is resolved. So, while it may appear that nothing is happening, there is a process in place giving the homeowner opportunity to resolve the issue.
