Probably you chose the wrong package for your upgrade. Only the full package has all official themes and modules. Another reason could be that you were using non-official / 3rd party modules / themes and you forgot to keep them in your modules/ or themes/ folder. • If the themes / modules that are missing are official ones, you can download them from the Download Page.
