I have told my CO that I am unhappy with the Initial Authoritys decision to my grievance. Is that sufficient to have my grievance sent to the Final Authority level?

No. You must put your request for Final Authority determination in writing. Ensure that you detail what elements of your grievance remain open or unresolved. Also ensure that you sign this letter or memorandum. Submit this to your CO. Your CO shall forward it to the Initial Authority, who will then forward your complete and original grievance file to DGCFGA. Note: For grievors who are already released at the time that they request Final Authority determination, they must submit this letter directly to the Initial Authority.
