If a vendor assists with the development of the application, does that preclude them from selling products or services to awardees?

No. However, applicants must be able to demonstrate that they have used/will use a competitive procurement process whenever funds are used to purchase vendor products or services, regardless of whether the vendor is a stakeholder in a Beacon Community’s application.
