When we determine that an organization has engaged in a non-recurring and unsustainable activity in the first of the four years over which we evaluate the organization, we will expand the data we evaluate to five years. If a fifth year is unavailable, we alternatively reduce the data we evaluate to three years. Visit the Methodology section to read an in-depth explanation of how we calculate primary revenue growth and program expenses growth.
