Yes. You are still eligible for an HSA. Your dependent’s non-HDHP coverage does not affect your eligibility, even if they are covered by your HDHP. You can use your HSA to pay for your and your child’s eligible medical expenses (even though your child is not covered by an HDHP). Keep in mind that to be an eligible medical expense, the expense must be an actual out-of-pocket expense (not paid by health insurance).
