RICK PERRYThe Texas Ethics Commission has begun to address the impact the Citizens United ruling has for Texas’s own rules to address this issue as well. BILL WHITEVoters deserve to know who is behind a message. Just as Texas law requires political action committees to disclose their revenues and expenditures, corporations spending money to influence elections should disclose information about their revenues and expenditures. Traditionally, the Texas Ethics Commission has taken a reactive role in enforcing campaign finance laws, relying on complaints from the public rather than proactively reviewing filings for possible violations. How do you view this role? RICK PERRYI think the process we have in place in Texas is appropriate. BILL WHITEThe Texas Ethics Commission could be more proactive. The TEC should be more prompt in its investigations of complaints so that voters can have all the facts prior to an election. There are too many instances where complaints linger without resolution
