Ah, I see. There is an error. Note 2 of the Tunnels and Vents Scenario applicability should have 'per territory controlled.' Sorry for the confusion. If you had two tunnels and a vents then you could bring six fighters through tunnels and three through vents, but only if the scenario allowed you to bring nine or more fighters.
