A17. No. However, General Condition 21(j) (Notification) requires a discussion of the measures taken to avoid and minimize impacts to aquatic resources on the project site. In addition, all RP activities must comply with General Condition 20 that requires practicable avoidance, minimization and mitigation of impacts to waters of the United States.
