I think it is technically not allowed, but on New Years Eve you can probably get away with it. I was there the year before last and people were drinking champagne near the Eiffel Tower and along the Champs Elysees. Make sure you wear something that you don’t mind getting splashed – I didn’t see it in person, but on the news I saw someone shaking up a bottle of champagne and spraying it everywhere. What a waste!
