In the UK, yes unfortunately. It is considered a danger to pedestrians and so is illegal. However, in the USA the “leaper” is supplied on the bonnet (hood) of the cars since the “pavement” or tarmac to us is considered to be for cars not pedestrians so they shouldn’t be on the road in the first place. However, as a long term Jaguar owner in the UK I’ve fixed one on all of my cars and have never been pulled up for it. I even have one on my E type! As an aside to safety, I was at the launch of the new XK Jaguar in South Africa last January (I am a journalist) and the new pedestrian safety system whereby the bonnet raises by 1ft if you strike a pedestrian was proudly displayed. This is to reduce the possibility of head injury since the head has less far to travel.
