Is it legal for a trainer to have vials of injectables, needles and syringes on a farm or training center, and, if not, what can be done about it?
Dr. Waterman: In the vast majority of the states, training centers and farms are not under the jurisdiction of the state racing commission and therefore the rules of racing do not apply. In order to change this, depending on the state, the commission would need to be given the power to license and regulate farms and training centers by rule or by statute. This can be done but it will take a push from the concerned licensees within the state to make it happen.
