Yes and no. If you provide air drops with food, water, blankets etc. that will only cause riots. Everyone will want the rations for themselves. The government might even feel it necessary to claim the rations and that wouldn’t exactly resolve anything. America has a history of paternalism. I mean, them being worse off does not mean you have to rush in and control it all. Which is essentially what you would be doing, through rationing. I think people should help. But not take over. That is often a fine but essential line to guard. Example: You can give food, but make sure there is enough for the area you are giving to. I don’t think anyone should force aid quite yet. People are dying. But slowly, Burma is opening up to aid (Last I heard American aid was being let in but nobody else). If they completely close off and do not allow anyone to come in then yes, aid would be essential. On the other hand, would anyone really have the man power to take control? It is very complicated over there
