Is it ok to skip gears when shifting, ex. 2 to 4, skipping 3 and vice versa?

A good driver will always up and downshift to the next higher or lower gear. However if the vehicle has undergone significant braking in a short amount of time and the driver is unable to shift one gear at a time then skipping would be acceptable. Skipping gears should not be done when upshifting.
