baby oil will seal any moisture that is in or on the skin into the skin , so apply onto damp skin as the oils molecules are to big to be absorbed into any layers of skin , moisturising lotion is designed to sink into the skin and moisturise either method works on normal skin just personal preference on dry skin I would suggest a lotion or on very dry skin a cream
