PAL is a national program initiated in New York. Each PAL is a member of the National Association. Every PAL program however, has its own identity. Many PAL programs are directly connected with the Police Department in their area. Philadelphia PAL has at least one Police Officer assigned to each Philadelphia PAL site. The PAL of Greater West Chester is NOT directly contected with the Philadelphia PAL.
