Salt is salt is salt. It is all chemically Sodium Chloride, NaCl. What is different is where it comes from and what else is IN with the salt. Rock salt, dug out of the ground, has dirt and gravel in with the salt. Salt domes exist underground which are almost pure NaCl with next to NO dirt and gravel, just rock dust in small quantities. Sea salt is evaporated seawater, which concentrates the salt over time as more and more water is flooded over salt flats and the water evaporates and eventually forms crystals. The problem with sea salt is again, what is IN with the NaCL. Bird droppings, dirt and dust which settles from the atmosphere, ash from forest fires and volcanoes, whatever is in the air that can settle out will end up in sea salt. It is unlikely that sea salt will be contaminated with harmful bacteria or anything life that. Salt because if its nature does not promote growing germs and bacteria.
