Yes. Penal Code Section 6029 requires cities and counties to submit plans and specifications to the BOC for review and recommendations/approvals before undertaking any local detention facility and camp construction, remodeling or repairs that cost in excess of $15,000 (i.e., jails, juvenile halls, juvenile camps, correctional treatment centers, etc.). This includes projects funded by the BOC and from other sources. The goal is to build safe and secure detention facilities that meet local needs and operate efficiently, cost-effectively, and are in compliance with code and standards. Submittals are not required for projects under $15,000, however, cities and counties are encouraged to contact BOC staff to discuss projects that are less than that amount to evaluate potential advantages of submitting plans for review and availability of technical assistance.
