No. Text- and tone-voice paging are entirely separate systems that are not functionally dependant on each other. As previously noted, text-paging is a supplement to the overall paging program of the Communications Center. However, some organizations or individuals may, at their sole discretion, choose to use text-paging as their primary (or only) method of alerting.
