There are three parts to the Basque Country. The Basque Autonomous Community, which is part of Spain; Navarre to the East of the Basque Autonomous Community where a lesser percentage of the population are Basque speaking; and Pays Basques to the North, which is part of the Pyrenees-Atlantique department of France. It may be more accurate to describe the Basque Country as a cultural region rather than a country, and neither Spain nor France recognise the Basques’ right to self-determination, but I think the Basque country is a country in the same way as Wales is a country.
