Is the EU now responsible for illegal African immigrants from the moment they step into their boats?

We are now responsible for them the moment they decide to leave Africa, the EU has stated that EU country’s must make it easier for all illegal immigrants from Africa to enter Europe.

I would imagine that this comes from a general international maritime agreement that all ships should give aid to a vessel in distress or a vessel with occupants in distress on board. However I would suspect that if a ship aided a boat load of illegals then they are 99.9% sure to drop them at a port after contacting the authorities who would be there to receive them. What the EU doesn’t want is boat loads of illegals turning up on a beech and the illegals just jumping off and disappearing into the country they land in without the correct authorities knowing. Its the complete opposite to an open invitation as it makes sure all dodgy boats are reported by legitimate sea going vessels and prevent boats of Illegals beaching on unobserved shores.
