IS THE POSITION OF CUSTODIAN 1, A POTENTIAL MALE JOB CLASS COMPARATOR?
43. Prior to November of 1983, the position of Custodian 1 was filled by a single male incumbent. Since that date the position has not been filled and the Library Board has contracted with a janitorial firm to perform cleaning services, including the work that was performed by the Custodian 1 position. The Custodian 1 classification has continued to be in the collective agreement with a wage rate. 44. The previous incumbent resigned on the same day that the present Library Director was hired. The Library Director gave evidence that it would be difficult for her to evaluate the skill, effort, responsibility and working conditions of the job class because the job was never performed during her tenure. It appears that no one else is in any better position to evaluate the job. The most recent job description was revised in 1982 and does not, in our view, contain enough information to enable anyone to determine the skill, effort and responsibility required of the job or the working conditio
