Is the status quo a possible option?
The boundary committee report makes it very clear it has not been asked to look at the current two-tier local government structure, so cannot recommend any changes. It has said the status quo “would only result if we were unable to identify any unitary pattern that meets the criteria”. The fact that they have identified two draft proposals for unitary government in Norfolk that have the capacity to fully meet the five government criteria suggests this is unlikely to happen.
