Is the use of LSIDs intended to replace the use of other identifiers (e.g. accession numbers)?

No. Accession numbers (for example) have independent value, and the use of caBIG grid identifiers/LSIDs is not intended to replace them. Identifier resolution will require an LSID to retrieve a data object, however data objects can be retrieved by other object attributes like accession number using query.
