Is there a syslog function in NT?

No, not out of the box. If you want to have centralized logging for both UNIX and NT machines you can check out Larry Kahn’s syslogutils. To get access to it, you have to send an email to an autoresponder, access@kahn.drcoffsite.com, which mail you back information on how to access his FTP server. Another syslog server is a program called SL4NT by Franz Krainer. Also, see the section 3.4 Logging products.
