You might try to create a chemical reaction. That would probably be Nitric Acid, and Potash (Potassium Carbonate). Potash is easily purchased at a grocery store, but nitric acid is even more difficult to obtain than KNO3, so you might just buy it, but since you said you can’t, I am not sure exactly. You might try to find another reaction. Use what you know about chemistry. There is almost no way besides buying some really protected chemicals. So I would suggest that you, like any normal person would do, is buy some from a home improvement store. That is how I obtained some. Sodium Nitrate is a good substitute to KNO3 also. Well, the problem is that it is basically the same thing to make sodium nitrate. So you would be using Nitric Acid. That is the hard ingredient. Like you said, if you are looking for an oxidizer for fuel, then you need to make the hydrogen peroxide pure.
