First – I would find a computer that HAS internet access. Download one of the browsers below and copy the installation file to either a disk or flash drive. Use that to transfer the file to your computer and install. Internet Explorer gives problems like this very very frequently. I highly recommend to anyone who is having problems with IE to get Firefox or Google Chrome. These are both very stable and are considerably faster than IE. If I were you, I’d try them out.
