I believe Ft. Lauderdale, near me, is planning on doing something very similar to what you describe and grant free Internet access to everyone. (Not really free because they’ll be paying for it in their taxes.) I don’t see any rumors of that about Cleveland, but it could happen. There was recently an April Fool’s joke that Cleveland was going to be getting free broadband for all homes. As they say, if it sounds too good to be true, it probably is.
