17 gallons is too small for goldfish. The double tailed fish is some kind of fancy goldfish. These can grow up to 8 inches long and a single fish requires 20-30 gallons. The ‘normal’ looking fish is either a common or comet goldfish. These are pond fish really, they can grow up to 12 inches long (not including tail) and a single fish requires at least 55 gallons, though they do better in a pond. Ideally fancy goldfish and common goldfish shouldn’t be kept in the same tank. The common is a much stronger swimmer and a more active fish, and sometimes can harass fancy goldfish. Have you tested your water? I would see what your ammonia, nitrite and nitrate levels are like to make sure they are okay. It is not normal for goldfish to be inactive and suggests water quality problems. Ammonia and nitrite should always be zero, nitrate 20 or below. Then you need to get them into a bigger tank.
