Not sure what good it will do you; If you tighten both end-nuts on a standard bicycle axle hub, then the threaded axle and the wheel hub become “fixed” so that both the threaded axle and wheel hub spin together; instead of them free spinning on the ball bearings in-between them. I am not aware of any bicycle wheels with fixed axles; because then you need to provide a way for mounting the free spinning axle to your bicycle frame (which adds weight).
